LCD TV problem - only bought 9 months ago?

It sounds as if the inverter, which provides power to all the circuits is failing, low power input will cause the problems you are describing. Return it to the manufacturer and make use of your warranty. You do not say which make of TV you have, but this is a fault that appears from time to time with LG, and some of the less expensive makes.
