How to teach cat to leave older cat alone?

My kitten is a male, extremely strong, rambunctious black cat, I swear he is half panther or something cause he is extremely strong. I also have an older, 14 year old maine coon who is very independent. My problem is, the black cat WILL NOT stop attacking (trying to play with) the older cat, who gets extremely upset and distraught when the little cat jumps on top of her and bites her. There seems to be NOTHING I can do to teach him not to do this, he has been doing this since he was a tiny newborn kitten and I have tried everything from making a loud noise to scare him (he doesnt get scared), yelling, putting him in a room by himself (which he hates), spraying him with water, and even swatting him (which I REALLY dont want to do, but sometimes i lose control). Is there anything else I can try? Unless I intervene, he does not leave the older cat alone and she doesnt have claws to defend herself and the kitten does. Help???
